<br />City Council Regular Meeting - 08/08/05 <br />Minutes - Page 30 <br /> <br />maximize their efficiencies. <br /> <br />Councilmember Schroeder opined his support for <br />implementation of a single-sort system to further encourage <br />participation and increase recycling to remove more materials <br />from landfills. <br /> <br />Further discussion included potential vendors for single-sort <br />collection and available competition to reduce collection rates; <br />BFI's implementation of single-sort capabilities in 2006; and <br />accelerating the RFP process timeframe. <br /> <br />Acting Mayor Maschka recommended that staff plan to draft <br />and formulate an RFP for the August 23, 2005 Council meeting, <br />rather than returning to the PWET. <br /> <br />Acting Mayor Maschka and Councilmember Ihlan opined their <br />support for a two-stream collection system, with an RFP <br />including options for a two-stream or single-sort proposal. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn disputed several staff comments related to <br />single sort RFP's; referenced studies completed by other <br />communities supporting single-sort collection systems; and <br />Waste Management concerns and performance related to multi- <br />family buildings and the bidding process. Mr. Kysylyczyn <br />opined that this study goes above and beyond City Council <br />directive and provided his perspective and interpretation of <br />PWET intent. Mr. Kysylyczyn encouraged Councilmembers to <br />concur with PWET recommendations for a single-sort system, <br />or provide the PWET with a second opportunity to provide input <br />related to the study prior to making a decision. <br /> <br />It was Council consensus that staff be directed to draft and <br />formulate an RFP for Council consideration at the August 22, <br />2005 Council meeting, rather than returning to the PWET. <br /> <br />11. <br /> <br />Consider Expansion Options for the License Center <br />City Manager Beets introduced City Finance Director Chris <br />Miller to provide options for expansion of the license center as <br />previously presented by staff report on July 18, 2005. <br /> <br />Expansion Options <br />for the License <br />Center <br />
