<br />City Council Stndy Session - 08/15/05 <br />Minutes - Page 10 <br /> <br />Mr. Schwartz advised that staff only contracts out for those <br />services in which City personnel lack the expertise to handle; and <br />also need to balance their availability to perform their normal <br />day-to-day and routine workloads. <br /> <br />Mayor Klausing asked if it was more costly to hire a job out or <br />have someone on staff full time (i.e., operating engineer), given <br />the high personnel costs for wages, health insurance and other <br />benefits. <br /> <br />Mr. Schwartz reviewed the contract maintenance anticipated at <br />$62,000 for 2006 and the types of maintenance contracted out <br />and justification for contracting out versus hiring a full-time City <br />employee for that specific expertise. <br /> <br />Central Garage <br />Mr. Schwartz noted that labor for vehicle maintenance and shop <br />expenses (with the exception of uniforms) was charged back to <br />specific department budgets; and costs for the Central Garage <br />would have city-wide impacts for increased energy costs. <br /> <br />Councilmember Maschka asked for additional information <br />related to fuel supplies and their purchase through futures, or <br />state or county maintenance contracts. Mr. Schwarz advised <br />that, due to shipping costs, it was proving more economical to <br />purchase through a local distributor (Kath Oil), rather than off <br />contract, and that the City had not done any futures buying to- <br />date. <br />Utilitv Bud!!ets <br />Mr. Schwartz advised that, overall, the requested increase was <br />less than three percent, with the exception of personnel expenses. <br /> <br />Sanitary Sewer <br />Mr. Schwartz noted that the major expense request was to begin <br />a sewer lining test project to reduce infiltration and root <br />problems in the system. Mr. Schwartz was requesting $100,000 <br />for approximately % mile of lining of the older clay tile systems <br />for 2006, with additional funds requested and mileage increased <br />to two miles annually in future years as practical.
