City Council Study Session - 08/15/05
Minutes - Page 18

on the budget.

Councilmember Maschka requested that City Finance Director
Chris Miller address Councilmember Ihlan's concerns; opining
that the item would not impact the budget.

Finance Director Miller concurred that there was no budget
shortfall created; only a shift in the burden of who pays for the
HSS.

Mayor Klausing expressed concern that the Council was
rehashing the same arguments and having the same discussions
held consistently over the last year; and suggested a specific
action request from Councilmember Ihlan.

Further discussion ensued, with Mayor Klausing concluding that
Councilmember Ihlan had raised her issues; and there would be
no need for additional debate.

Adjournment/Reconvening
Mayor Klausing initially adjourned the meeting at 9:09 p.rn.; and
due to several non-agenda items needing discussion, reconvened
the meeting at 9: 10 p.m. at the request of Councilmembers
Kough and Maschka.

Non-A!!enda Item

Friends of Twin Lakes v. City of Roseville Litigation Update
Mayor Klausing and City Attorney Jay Squires reviewed the
summary court judgment handed down earlier today related to
two of the counts charged.

Mayor Klausing noted that the counts were related to 1) if further
environmental study was necessary; and 2) whether the City
Council was required to amend the Comprehensive Plan. Mayor
Klausing noted that the court had concluded for the City, through
summary judgment, on both counts; and that the City Council
action was supported by record, consistent with their authority
and interpretation of state and local law, and dismissed both
those claims.
