qASPAL+E <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/13/12 <br />Item No.: 12.a <br />Department Approval City Manager Approval <br />Item Description: Approve Plans for County Road C -2 Construction Project <br />1 BACKGROUND <br />2 At the October 17, 2011 meeting, the City Council approved the construction of the connection <br />3 of County Road C -2 between Hamline and Lexington. This project is scheduled for construction <br />4 in 2012. The project that was approved by the City Council: <br />5 • Construct Road County Road C -2 connection between Griggs and Dunlap. To save some <br />6 of the trees in the right of way, staff is proposing to construct this street segment at a 28 <br />7 foot width. No parking will be allowed in this segment. <br />s • Construct a 6 foot wide concrete sidewalk along the north side of County Road C -2 <br />9 between Hamline and Lexington. The segment of sidewalk between Fernwood Street <br />10 and Lexington Avenue will be constructed by Pulte Homes as part of the Josephine <br />11 Woods development. <br />12 • Install a parking bay on the north side of County Road C -2 along Cottontail Park. In all <br />13 other locations between Hamline and 1261 County Road C -2, the north curb line will be <br />14 moved 4 feet south to define the on street parking bay and narrow the rest of the road. <br />15 No parking will be allowed where the street is narrowed. <br />16 • Street trees installed along the segment of road included in the construction project. <br />17 • Construct colored concrete pedestrian crossings at Hamline, Cottontail Park, and <br />18 Lexington. <br />19 Staff held a Public Open House on January 12th, 2012. The meeting was attended by about 40 <br />20 property owners. The majority of the attendees live on County Road C -2. Many of the <br />21 comments provided to staff were incorporated into the final plans. Items that staff has identified <br />22 during the plan development process that staff would like to bring to the City Council's attention <br />23 as a part of the final plan approval. <br />24 • Existing site conditions: Staff has identified some construction debris, including concrete <br />25 and bituminous chunks that will need to be removed from the site of the road connection <br />26 construction. The soil borings show no evidence of the contamination that was found on <br />27 the Josephine Woods site. <br />28 • Hamline right turn lane: Staff is recommending the construction of a right turn lane at <br />29 the intersection of County Road C -2/ Hamline Avenue. For safety, we need to line up the <br />30 lanes on this segment of County Road C -2 with the lanes west of Hamline. While the <br />31 road west of Hamline is the same width as the road east of Hamline, the parking <br />32 restrictions are different. Parking is permitted on the south side of the road west of <br />33 Hamline. If we line up the centerlines, we would be unable to fit a right turn lane into the <br />34 existing pavement width. As a result we recommend that the road be widened 3 feet to <br />35 the north to accommodate a turn lane at this intersection. <br />Page 1 of 4 <br />
