April 3, 2004 Community Town Hall Meeting
Citizen Concerns and Staff Responses

R5. The City Hall Campus project has a total project cost of$11.5 million: the Police
Department addition costs $5 million for construction; $2 million for upgrading the
Public Works facility; $1 million in site improvements; and approximately $1.1 million
for City Hall upgrades and facelift; plus the remaining construction, management fees,
architectural fees, furnishings and fixtures. The Project remains on track and on budget.

The estimated annual maintenance costs of the facility will exceed $100,000, with some
savings through off-peak electrical use.

*********************

C6. Consider marquee signs at high-traffic areas (i.e., shopping centers) for public
information messages.

R6. The City owns two marquee signs: one at the Skating Center and a second in front
of Central Park. Currently Parks and Recreation staff post recreation information on
these two marquee signs. Staff will study use of these two marquee signs for non-
recreation messages. Private marquee signs on private property - such as at shopping
centers n are used to advertise businesses and activities on that site.

**********************

C7. What is happening with the proposed property rezoning at 2550 Hamline from low-
density residential to medium-density residential? What was the Planning Commission's
rationale for recommending approval ofthe development proposal?

R7. This issue will be brought to the Council at the May 10, 2004 Council Meeting, and
will include a Public Hearing and detailed minutes from the Planning Commission's
hearing that explains their reasoning.

***********************

C8. What is the future of Old Highway 8 and County Road C-2? How do residents stay
involved, particularly in the aesthetic issues along Old Highway 8?

R8. Staff will make note of neighborhood interest and will broaden the geographic scope
of its mailings should a development project be proposed in that area.

********************

C9. Would the City of Roseville consider a partnership with private providers of short-
range, high-speed wireless for wi-fi (wireless fidelity) transceivers in parkland areas
similar to what the City of Minneapolis is doing?

5
