<br />City Council Regular Meeting - 08/22/05 <br />Minutes - Page 19 <br /> <br />establish policy for the current City Council and/or future <br />Councils; whether current laws protected the public from abuses; <br />and whether the Council could adopt an ordinance requiring a <br />4/5 vote to use eminent domain, with City Attorney Anderson <br />dictating caution without further review by his office of super- <br />majority and simple majority requirements, lacking Minnesota <br />case law for support of a super majority stipulation. <br /> <br />City Attorney Anderson opined that he was not in favor of <br />constraining discretion, as the law had sufficient guidelines and <br />procedures to detennine whether an issue was arbitrary; and the <br />inability of the sitting Council to perceive all future issues, <br />particularly when the City is redeveloping. <br /> <br />Mayor Klausing thanked Professor Schultz for his attendance <br />and comments. <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 8:19 p.m. <br />and reconvened at 8:29 p.m. <br /> <br />8. <br /> <br />Presentation of Community Development <br />Redevelopment Authority (BRA) Budgets <br /> <br />and Housing Community <br />Development & <br />HRA Budgets <br /> <br />Community Development <br />Community Development Director Dennis Welsch <br />Mr. Welsch distributed a bench handout providing refined <br />budget proposals for specific Community Development <br />Department budgets including, City and Project Planning; <br />Economic Development and Housing; Building Permits and <br />Codes; and Geographic Infonnation Systems. <br /> <br />Mr. Welsch reviewed specific goals and objectives including <br />encouraging community collaboration for economic growth, <br />strengthening relationship with the business community, and <br />working to achieve consensus on community planning projects <br />with an annual case review of 80-100 cases; reorganization of <br />staff positions to become more efficient; provision of staff <br />support to the Planning Commission, Variance Board, HRA and <br />City Council; pursue continued implementation for development <br />of major projects including Twin Lakes, McCarrons <br />
