Councilmember <br />Schroeder further noted that he had substantive questions, <br />comments and proposed changes in the RFP document for <br />Council review. <br /> <br />Mayor Klausing requested a summary report from Recycling <br />Coordinator Tim Pratt prior to Council discussion and comment. <br /> <br />Recycling Coordinator Tim Pratt <br />Mr. Pratt briefly commented on the draft RFP, from the <br />understanding of previous Council direction to make the RFP <br />detailed and weighted to reflect a ranking form to determine the <br />set of criteria in proportion to community needs. Mr. Pratt stood <br />for questions and comments at Council direction. <br /> <br />Councilmember Schroeder proceeded to review his expanSIve <br />list of questions, with Council and staff comment during that <br />process and revisions proposed as noted: <br /> <br />Page 4, Section 2.01, Contractor Selection Process/Schedule <br />Councilmember Schroeder sought legal opinion from City <br />Attorney Anderson regarding restrictions on "unauthorized <br />contact with City staff, City Councilor Commission members." <br /> <br />Mr. Pratt noted that this language was taken from the City of <br />Maplewood specifications. <br /> <br />City Attorney Anderson, noted that such language was standard <br />during the RFP process with the intent to maintain consistency. <br /> <br />Councilmember Schroeder suggested revised language in Section <br />2.01 deleting language so it reads: "For the sake of uniformity <br />and consistency, all contact by prospective contractors and their <br />agents about the City's RFP and procurement decision-making <br />must only be made with the City's designated contact person, <br />Tim Pratt. Prospective Contractors are encouraged to contact <br />Mr. Pratt with questions or requests for more information." <br />
