Councilmember Schroeder noted that, since 2002, collection material volume had remained stagnant. Councilmember Schroeder further noted that he had substantive questions, comments and proposed changes in the RFP document for Council review. Mayor Klausing requested a summary report from Recycling Coordinator Tim Pratt prior to Council discussion and comment. Recycling Coordinator Tim Pratt Mr. Pratt briefly commented on the draft RFP, from the understanding of previous Council direction to make the RFP detailed and weighted to reflect a ranking form to determine the set of criteria in proportion to community needs. Mr. Pratt stood for questions and comments at Council direction. Councilmember Schroeder proceeded to review his expanSIve list of questions, with Council and staff comment during that process and revisions proposed as noted: Page 4, Section 2.01, Contractor Selection Process/Schedule Councilmember Schroeder sought legal opinion from City Attorney Anderson regarding restrictions on "unauthorized contact with City staff, City Councilor Commission members." Mr. Pratt noted that this language was taken from the City of Maplewood specifications. City Attorney Anderson, noted that such language was standard during the RFP process with the intent to maintain consistency. Councilmember Schroeder suggested revised language in Section 2.01 deleting language so it reads: "For the sake of uniformity and consistency, all contact by prospective contractors and their agents about the City's RFP and procurement decision-making must only be made with the City's designated contact person, Tim Pratt. Prospective Contractors are encouraged to contact Mr. Pratt with questions or requests for more information."
