Apri I 3, 1974
PLANNiNG REPORT
CAS NUMBER:
APPLICANT:
ocaior-:
ACTION RQUS7ED:
PEANNING CONSIDERATfONS:
819-74
Geralc! Andsrson
2884 West Owasso Boulevard
West Owasso 8oulevard near Victoria
Avenue (see sketch)
Permif tv Dredge Channel on Lake Shore
i. 7he Applicant proposes to construct a channel approximately 25 feet
wide and 225 feet long from the open waYer on his lake front property
through the mqrsh and aquatic vegetation area to the high ground to
the rear of his home . The Appl icant has appl ied to the Depar#meni of
Natural Resources of fhe State of Minnesota wio must also approve such
excavation in accordance with Minnesota Law. You will note that the
property is configuous to the property owned by George Reilly (i-o the
west) who recently requested permission to dredge the wet !ow fand
frontage afong his shoreline some months ago. ln that actian, the Sfate
of Minnesota turned down his request, inasmuch as their records show
that t%e aquaic vegetation area is a prime spawning ground, contains
considerabie wqterfowl and aquatic anirra{s, and contributes to the
naturaE bafance of the ecoiogy of the lake. Discussion with personnel
from the Department of Natural Resources, Division of Waters, Soils,
and Minerqfs indicates that they wili lilcewise oppose construction of
the channel in question. Further discussions indicate, however, that
the Department wouid e wiliing to consider a proposal wherein the properi-y
owners affecied in the area would get together on ihe development of a
channe{ thaf might run parallel to the shore to provide personQl boat access
to the residential areas in question. You will note from the sketch at the
left indicqting the marsh [and area, that such q proposaf might welf provide
the clesired access without destroying the aquatic vegetation in question.
The Commission might consider suggesfing such an approach to the applicant
and ofhers affected in the imrriediafe area.
