Councilmember Kough sought amendment to the motion to deny membership if it was determined, through a requested letter of intent from the organization, that they were involved in endorsing political candidates. Councilmember Ihlan suggested the motion be withdrawn until additional inforn1ation was obtained. Kough moved, Ihlan seconded, tabling discussion of this item entitled, "Discuss North Suburban Chamber of Commerce One Year membership," until the regular City Council meeting of September 26, 2005. Mayor Klausing directed staff to make a formal request of the organization to provide a written letter of intent regarding their involvement in Political Action Committees (PAC's). Roll Call Ayes: Schroeder; Ihlan; Kough and Klausing. Nays: None. Recess Recess Mayor Klausing recessed the meeting at approximately 7:52 p.rn. and reconvened at 8:08 p.rn. 13. Discuss Recycling Request for Proposals (RFP) Evaluation Forms and Proposal Review Committee Evaluation Form Criteria Councilmember Schroeder opined that the evaluation form contained as part of the RFP was biased in its format, and did not provide a clear interpretation or objective to show a preference over dual or single sort recycling. Councilmember Schroeder spoke in support of the single sort system, given research and data obtained showing stagnant collection since 1992, even with increased education programs and more frequent collections. Councilmember Schroeder opined that, in order to increase the volume of materials collected, it was necessary to move toward single sort recycling; and recommended adding a preference for Discuss Recycling RFP Evaluation Forms and Proposal Review Committee
