<br />City Council Regular Meeting - 09/12/05 <br />Minutes - Page 21 <br /> <br />advised that staff had intended to reform the same committee that <br />considered clean up day proposals, consisting of: Tim Pratt, <br />Duane Schwartz; and Chris Miller. <br /> <br />Councilmember Ihlan questioned the City Council's involvement <br />in the review process, and whether interviews would be held <br />with prospective firms. <br /> <br />City Manager Beets was not aware of interviews being necessary <br />on a Council level; but suggested Council maintain involvement <br />in staff level interviews from an observation level only to keep <br />consistency in the interviews and structured questions asked at <br />each interview. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that by staff conducting the interviews, <br />and the review committee consisting of staff only, it created a <br />government structure problem and an issue with Staff/Council <br />authority with staff making policy decisions rather than the City <br />Council. Mr. Kysylyczyn further opined that this review should <br />be performed by a public policy advisory body such as the <br />PWET. <br /> <br />Councilmember Ihlan addressed the September 2, 2005 letter <br />from the Minnesota Pollution Control Agency (MPCA) <br />addressed to Ms. Jennifer Klennert of Waste Management, and <br />addressing "alternative daily cover" and interpretation of <br />whether it was considered recycling or not. <br /> <br />Councilmember Schroeder took issue with the MPCA letter <br />being included in his material for discussion. <br /> <br />City Manager Beets explained staffs rationale for including the <br />letter, which was in response to a previous Council discussion; <br />and had been included by staff with this discussion material to <br />provide additional information and clarification for the City <br />Council as they consider RFP evaluations. <br /> <br />9.
