<br />City Council Regular Meeting - 09/12/05 <br />Minutes - Page 6 <br /> <br />3.g <br /> <br />Establish a Public Hearing on Monday, September 26, <br />2005 to Amend City Code, Section 309, Licensing of <br />Massage Therapy Establishments <br />Kough moved, Ihlan seconded, approval to establish <br />Monday, September 26, 2005, for a Public Hearing to <br />consider proposed amendments to City Code, Chapter 309. <br />relating to Massage Therapy Establishments. <br /> <br />Roll Call <br />Ayes: Schroeder; Ihlan; Kough and Klausing. <br />Nays: None. <br /> <br />4. <br /> <br />Items Removed from Consent Agenda <br /> <br />Establish a Public <br />Hearing on <br />September 26, 2005 <br />Licensing of <br />Massage Therapy <br />Establishments <br /> <br />Items Removed <br />from Consent <br />Agenda <br /> <br />4.a Approve Check Register (Former Consent Item 3.a) Check Register <br />As previously noted, Councilmember Ihlan requested <br />removal of this item from the Consent Agenda for <br />discussion purposes. <br /> <br />Councilmember Ihlan questioned the charges of Krass <br />Monroe on pages 6 and 8 of the Check Register, and <br />whether these were additional charges; opining that the <br />Analysis and Term Sheets had been completed several <br />months ago. <br /> <br />City Manager Beets advised that these charges were not for <br />new work, but were billings still being processed for work <br />done in preparation for the June 20, 2005 meeting <br />pertaining to the creation of Tax Increment Financing (TIF) <br />District No. 17, in accordance with the scope of work <br />authorized by Council resolution and pursuant to the <br />Redevelopment Agreement. City Manager Beets noted that <br />Rottlund would be reimbursing the City for the <br />expenditures at 50% or 100%, depending on the applicable <br />expense and agreement formula agreed upon. <br /> <br />Councilmember Kough questioned payments to-date from <br />Rottlund. <br />
