City Council Study Session - 09/19/05
Minutes - Page 13

902.06C as is; noted allowing permitted uses during transition
while not allowing for long-term situations.

Councilmember Ihlan was supportive of restrlctmg future
underground tanks, to clearly make it known that fuel and/or
chemical tanks were not considered part of the Twin Lakes
redevelopment scheme.

Discussion included addressing service station locations with
underground fuel tanks; CUP's required for gas stations; proper
zoning designations for redevelopment areas; land use
perspectives and zoning map clarification; and possible
structures in place to restrict undesirable uses.

City Manager Beets noted that staff would be reviewing the
City's Comprehensive Plan over the next two years, and perhaps
designation of an "ultra-hazardous use," was another section of
zoning to be considered.

No definitive direction was given to staff.

6.

Discuss Compensation Plan for Councilmembers and
Employees
Human Resources Manager Eldona Bacon provided a summary
of several compensation proposals, as outlined in detail in the
staff report dated September 19, 2005.

Ms. Bacon reviewed the City's five different employee groups,
with three groups represented by labor unions with their
compensation negotiated as part of their collective bargaining
agreements and not completely incorporated into a set formal
pay plan. Remaining staff is non-union belonging to one of two
compensation plans: Exempt or Non-Exempt. Ms. Bacon noted
that all compensation plans were approved annually with the
budget by the City Council, and updated on January I of each
year, with maximum rates adjusted by the Council through
approved cost of living adjustments (COLA) based on current
market trends. Ms. Bacon noted that, due to the unique nature of
part-time, volunteer firefighters, they were not included in the
plan, but Ms. Bacon requested Council input as to their status.

Compensation Plan
Councilmembers
and Employees
