<br />City Council Study Session - 09/19/05 <br />Minutes - Page 6 <br /> <br />representing "Fair Vote Minnesota," or himself. <br /> <br />Mr. Kennedy advised he was representing himself at tonight's <br />presentation. <br /> <br />Councilmember Schroeder recognized that he and Mr. Kennedy <br />were often at odds with each other, and had been involved in an <br />Ethics question in the past. <br /> <br />Councilmember Schroeder opined his lack of support for instant <br />run-off voting in any form; primarily for the reason that it <br />created confusion in the system, would scare voters away <br />without substantial and adequate education, and wasn't fair to the <br />voters or candidates; further maintaining his philosophy of "one <br />vote, one person." Councilmember Schroeder also noted the <br />additional costs to reprogram the equipment. <br /> <br />Discussion continued and included recent equal protection <br />Michigan (Ann Arbor) case law; equipment compatibility; <br />constitutional issues; other communities considering such <br />legislation; ramifications to future elections; and passing a <br />resolution in anticipation of future state legislation. <br /> <br />City Attorney Squires advised that most concerns were centered <br />around and related to provisions and procedures and their detail; <br />and that what the state legislature chose to adopt may differ <br />considerable from the original intent; and that practically was a <br />concern, and the Council may need to recreate their ordinance at <br />that time. <br /> <br />Mayor Klausing thanked Mr. Kennedy for his presentation. <br />There was no direction to staff for follow up. <br /> <br />4. <br /> <br />Discuss Process for Issuing Misdemeanor Citations in <br />Chronic Code Compliance Cases <br />Community Development Director Dennis Welsch presented <br />background on the City's past, current and proposed Ramsey <br />County Court Citation issuance process and consequences, in <br />accordance with City Code, Section 407.06. <br /> <br />Mr. Welsch provided staffs perspective with the current process <br /> <br />Misdemeanor <br />Citations in <br />Chronic Code <br />Compliance Cases <br />
