<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, Minnesota was duly held at the City Hall in said City on Monday, the 12th day of <br />September, 2005, at 6:30 p.m. <br /> <br />The following members were present: Kough, Ihlan, Schroeder and Klausing and the following <br />were absent: Maschka <br /> <br />Councilmember Schroeder introduced and moved the adoption of the following resolution: <br /> <br />RESOLUTION NO. 10329 <br /> <br />RESOLUTION AUTHORIZING TO CONVEY OWNERSHIP OF EXISTING CITY <br />RIGHT- OF- WAY TO PROPERTY OWNERS AT THE NE CORNER OF SNELLING <br />AND COUNTY ROAD B <br /> <br />WHEREAS, the City owns the East Snelling Service Drive located in the northeast quadrant of <br />the Snelling A venue/ County Road B intersection, between County Road B and the southerly <br />property line of Target; and <br /> <br />WHEREAS, in 1999 the County Road B/ Snelling Ave intersection was determined by State <br />Farm Insurance to be one of the top 10 most dangerous intersections in Minnesota; and <br /> <br />WHEREAS, the disconnection of the Snelling Ave frontage road at County Road B in the <br />northeast comer is one way to improve the safety of this intersection, since this access does not <br />meet the minimum safety guidelines for the intersection; and <br /> <br />WHEREAS, a parallel public frontage road was constructed that accesses County Road B <br />approximately 240 feet east of the intersection. This new street provides public access along the <br />north side of the NE businesses properties; and <br /> <br />WHEREAS, the segment of East Snelling Service Drive located in the front of the NE businesses <br />is no longer needed for public purposes; <br /> <br />NOW THEREFORE, BE IT RESOLVED; by the City Council of the City of Roseville, <br />Minnesota, that the City of Roseville hereby conveys the southerly 210 feet of the East Snelling <br />Service Drive to the adjacent property owners. This transaction is contingent on the construction <br />of a shared parking lot, no access from the parcel to Snelling A venue or County Road B, and that <br />the City retain an easement over the westerly 20 feet of the land for drainage purposes <br />
