<br />2006 Budget Comments and Proposed Cuts <br />By Council Member Greg Schroeder <br />Revised 10/09/05 <br /> <br />Neals' 2006 Budget Memo <br />1 Establish a city pay scale at 97% of Stanton V average and also add pay-for-performance margin of 15% to limited <br />number of city employees. Cost $50,000 <br /> <br />To me this is kind of a slap in the face if I was an employee. It says that unless the are a favored <br />employee they will never ever match the Stanton average, so they will always be below average. <br />Also, I have a fundamental problem with giving a select few (those who can suck up to the city <br />manager the most) extra $$. <br />2 Authorize $30,000 for Community Survey <br /> <br />No. I do not believe this is necessary. Also, I do not have any trust in surveys or pilot studies as <br />they can be written or accomplish in a way that gives the writer the answer they want. <br /> <br />3 Adding a Police Captain in 2006 <br /> <br />No, I am not in favor of this. To me we are creating a position which looks better on paper and <br />allows the person in it to use it as a stepping stone to a job some place else. <br /> <br />4 Add one full time employee (Training Office) to Fire Department <br /> <br />The bottom line is that a full time training officer is to get the fire department one more step closer <br />to a full time department. When the full-time Chief was hire his position was based on him doing <br />the training. When the Deputy Chief was hired, his position was justified by him doing the training. <br />Now they want to hire a full time training officer. I am not for this as it is building a FULL TIME fire <br />Department one person at a time. In fact, I would be in favor of eliminating both the full-time Fire <br />Chief and Deputy Chief positions. This would result in major savings and get us back to a <br />volunteer department where we belong. <br /> <br />5 Authorize Fire Department to respond to all vehicle accident scene <br /> <br />Why are we determining when the Fire Department is called to a scene?? This should be left up <br />to the people on the scene or those that have the information to make the decision, not us. It <br />sound like we are to make this decision and if their budget is not sufficient, we are to blame and <br />will have to increase it. <br /> <br />1 of3 <br /> <br />10/9/2005 <br />
