The latt�r.. provision has beex�, added 2�t <br />the Caunczl's request so that th� City Engin�,eer can <br />�nake an accuxate accounting af all existxx�g permits <br />and keep ta3�s an �uture permits. <br />It is conceivable that a pex�nit holder whose open <br />ended permit has been term�z�.ated by this an�endment <br />coul.d clai�n that th� City has no right ta terminate <br />hi.s permit b�c�use at the time af application h e relzed <br />on the fact that it was open ended. We are of the <br />oginion that so laz�.g as we act reason.ably and fai.xly <br />in reviewing the applica�a..ons and mak� no denials <br />�� <br />
