<br />City Council Regular Meeting - 09/26/05 <br />Minutes - Page 10 <br /> <br />Mr. Paschke noted staffs limited ability to restrict traffic; <br />the existence of a center turn lane; and separation of full <br />access points to minimize impacts and provide better <br />functioning. <br /> <br />Councilmember Ihlan questioned what would happen if <br />future problems were realized during morning rush hour <br />and what solutions or recourse the City would then have, <br />after having approved the CUP. <br /> <br />Mr. Paschke noted that current problems already existed <br />with the bank and their drive-through directly across <br />Fairview Avenue; and how staff could determine options <br />or predict future situations at this time an unknown <br />quantity. <br /> <br />Councilmember Ihlan sought traffic study information on <br />overall number of new cars; the proximity of the business <br />to the intersection of Fairview and County Road B-2; <br />crossing traffic lanes; and possible access to the rear or the <br />lot with an alley situation to reduce traffic making turns <br />onto Fairview. <br /> <br />Mr. Paschke opined that impacts of the drive-through <br />would be minimal. <br /> <br />Mayor Klausing noted that, while Councilmember Ihlan's <br />concerns were legitimate, he was unclear as to how the City <br />can address traffic issues on a County Road, while <br />considering action for a CUP. Mayor Klausing <br />recommended that Councilmember Ihlan vote "nay" on the <br />request if that reflected her concerns. <br /> <br />Councilmember Schroeder opined that, if a problem <br />became apparent, the County could be requested to restage <br />the stop light timing at the intersection. Councilmember <br />Schroeder noted the existing driveways in place now; but <br />questioned whether an agreement existed with the tenant on <br />the north side related to the drive-through and potential <br />traffic issues on the lot. <br />
