<br />City Council Study Session - 10/17/05 <br />Minutes - Page 13 <br /> <br />would be only 3.1 % higher than what the City has been paying in <br />2005. <br /> <br />Ms. Bacon and staff recommended continued self insurance with <br />Delta Dental for dental coverage; and noted a 4.5% decrease in <br />long-term disability amounting to a $1,600 savings for a two- <br />year contract with Assurant; with Standard negotiating rates on <br />life insurance with a two-year contract extension, at an overall <br />cost increase to basic life amounting to $3,400. <br /> <br />Ms. Bacon reviewed the success of the City's recently-initiated <br />Wellness Program, at a net savings of $16,000 after expenses in <br />the health renewal. <br /> <br />Discussion included make-up of the insurance HRA; post- <br />employment health considerations; various employee <br />contributions and proposed modifications; employee support of <br />the proposed changes as they relate to the proposed staff <br />compensation plan and a merit pay policy; consumer-driven <br />markets and management by employees of their health care <br />program; risks born by employees and caps to those risks; health <br />care trends and loss data; and the need to create incentives to <br />address health care costs in the short and long-term picture. <br /> <br />Staff recommended that the Council consider approval of the <br />proposed redesign of the benefits package as outlined; creating <br />more risk for employees but giving the City the advantage of <br />being able to reallocate $50,000 of intended budget ($25,000 tax <br />impact) to implement the redesigned compensation plans; with <br />asking the Council for direction at their October 24, 2005 regular <br />business meeting to meet Open Enrollment deadlines and <br />respective contracts, subject to review and approval by the City <br />Attorney; and fund allocation outlined in Exhibit A, a bench <br />handout. <br /> <br />7. Discuss the Criteria and Funding for a Revised City Pay Plan Revised City Pay <br />Ms. Bacon reviewed the revised compensation plan, as Plan <br />previously discussed, for non-union employees currently in <br />exempt or non-exempt groups; recommending that the City <br />increase the pay schedule from an average of 95% to an average <br />97% of the Stanton Group 5 average; bringing the City within a <br />
