Councilmember Schroeder sought clarification as to other company techniques, innovations and education for comparison purposes; and opined his need for additional information; noting his support for the single sort system. Councilmember Schroeder expressed his personal dissatisfaction with staff's handling of the process in its entirety. Councilmember Ihlan sought additional information on the revenue-sharing component of the proposals. Discussion included calculations of floor prices in the Midwest for revenue sharing projections; vendor options and incentives; policy questions related to revenue sharing monies and their use. Councilmember Schroeder presented a bench handout of his calculations for monthly costs and overall rates, Mayor Klausing sought additional information regarding the rankings and Council weighting; and how staff had performed their individual calculations; and suggested a decision matrix would be helpful. Councilmember Schroeder concurred. Councilmember Maschka advised that he had created his own matrix in evaluating the firms; opining that the real question was whether to use dual or single stream sorting; and further opined that the revenue sharing would be driven by commodities.
