<br />City Council Study Session -10/17/05 <br />Minutes - Page 2 <br /> <br />Mr. Kysylyczyn provided three bench handouts for Council <br />information and reference during his public comments. The <br />handouts were respectively entitled, "Request for Council <br />Action-Selection of Firms to Provide Legal Services dated <br />December 14, 1998;" Professional Services Policies" (no <br />identifiable date); and "Revenue Policies" (no identifiable <br />date). <br /> <br />Mr. Kysylyczyn opined that the City Council should abide <br />by the "Revenue Policies" statement that, "The City will <br />set fees for other user activities, such as recreation <br />programs, at a level to move toward supporting 100 percent <br />of the direct and indirect cost of the activities." <br /> <br />Mr. Kysylyczyn expressed his disappointment in the <br />research materials provided by staff to allow the City <br />Council to make educated and informed decisions. Mr. <br />Kysylyczyn opined that the City Council, during budget <br />discussions, consider personnel changes, or hire outside <br />assistance in "getting the ship in order." <br /> <br />B. Ed Hoefs, 636 Pineview Court (P- T Fire Department <br />employee) <br />Mr. Hoefs opined the need for the City Council to continue <br />discussion for pay equity for Fire Department employees in <br />relationship to the proposed 2006 overall City budget and <br />proposed Levy increase; and to revisit the proposed <br />training manager position. <br /> <br />10. <br /> <br />Tree Preservation Ordinance; a "Sustainable Roseville" <br />Initiative <br />Councilmember Ihlan noted that, due to the length of tonight's <br />Study Session Agenda, she would postpone discussion on her <br />two proposed initiatives: "A tree preservation ordinance" and a <br />"Sustainable Roseville". <br /> <br />Tree Preservation <br />Ordinance; a <br />"Sustainable <br />Roseville" Initiative <br /> <br />2. Presentation about the Association of Metropolitan AMM <br />Municipalities (AMM) <br />Mayor Klausing recognized and introduced AMM Executive <br />Director Louis Jambois. <br />
