<br />City Council Regular Meeting -10/24/05 <br />Minutes - Page 10 <br /> <br />Mayor Klausing requested that, in an effort to speed future <br />housekeeping items, Councilmembers contact staff for <br />additional materials prior to the Council meeting. <br /> <br />Ihlan moved, Kough seconded, tabling consideration of a <br />change in the Business District chart pertaining to uses, <br />specifically identifying a "Major Automobile Repair," and <br />requiring a conditional use permit in the B-3, General <br />Business District and a "Minor Automobile Repair" as a <br />permitted use in the B-3, General Business District; until <br />the November 14, 2005 regular City Council meeting. <br /> <br />Roll Call <br />Ayes: Ihlan; Maschka; Kough; Schroeder and Klausing. <br />Nays: None. <br /> <br />4.d <br /> <br />(Former Consent Item 3.k) <br />Approve Public Hearing Process for Proposed New City <br />Code, Section 906, relating to Property Maintenance, <br />and Section 907, relating to Residential Rental Property <br />Licensing and Inspection for 1-4 Units <br />Councilmember Ihlan expressed concern that enough <br />public discussion would be possible by scheduling a Public <br />Hearing of these proposed ordinance additions, while the <br />City Council is also continuing work on the proposed 2006 <br />Budget; specifically related to a proposed effective date of <br />January 1, 2006. <br /> <br />Community Development Director Dennis Welsch noted <br />that the rental licensing portion of the proposed City Code <br />addition is included in the Housing and Redevelopment <br />Authority's (BRA's) 2006 Preliminary Budget. <br /> <br />Mayor Klausing noted that the effective date could be <br />extended if necessary; but the scheduled hearing date <br />would allow discussions to be initiated. <br /> <br />Discussion included published and mailed notice of <br />affected property owners (of 1-4 units); and encouraging <br />those landlords/property owners to provide comment to the <br /> <br />Public Hearing <br />Process <br />Proposed New City <br />Code relating to <br />Property <br />Maintenance, and <br />Residential Rental <br />Property Licensing <br />and Inspection for <br />1-4 Units <br />
