<br />City Council Regular Meeting - 10/24/05 <br />Minutes - Page 2 <br /> <br />of the 60-day review period. <br />Roll Call <br />Ayes: Ihlan; Maschka; Kough; Schroeder and Klausing. <br />Nays: None. <br /> <br />Councilmember Kough requested that Agenda Item 16 entitled, <br />"Consider Authorizing the Police to Issue Parking Tickets in the <br />"No Parking" Zone on East Snelling Service Drive," be <br />rescheduled on the agenda when interested parties arrived at <br />tonight's meeting to provide public comment. <br /> <br />Councilmember Kough noted that he had questions of staff <br />related to Consent Agenda Item 3.a entitled, "Approve Check <br />Register;" but didn't wish the item removed from the Consent <br />Agenda for discussion. <br /> <br />Mayor Klausing asked Councilmember Kough to discuss his <br />questions with staff as applicable. <br /> <br />Councilmember Ihlan requested removal from the Consent <br />Agenda of Items 3.d, i, j, and k, respectively entitled "Approve <br />an Amendment to City Code, Chapter 309 relating to Licensing <br />of Massage Therapists and Therapy Establishments to Allow <br />Chair Massages Under Certain Circumstances;" "Adopt <br />Resolution Approving the Submission of a State Department of <br />Employment and Economic Development (DEED) <br />Contamination Cleanup Grant, a Metropolitan Council Tax Base <br />Revitalization Account Grant, and a Ramsey County <br />Environmental Response Action Fund Application for the Twin <br />Lakes Project, Phase 1, Stage 1;" "Approve Clarifications to City <br />Code, Sections 1005.015 relating to Major and Minor Vehicle <br />Repair (PF 3686);" and "approve Public Hearing process for <br />Proposed New City Code Section 906 relating to Property <br />Maintenance, and Section 907 relating to Residential Rental <br />Property Licensing and Inspection for 1-4 Units" for discussion <br />purposes. <br /> <br />1.
