I ROSEVILLE PARKS AND RECREATION COMMISSION 2 MINUTES OF MEETING OF FEBRUARY 9, 2012 3 ROSEVILLE CITY HALL—6:30PM 4 5 PRESENT: Azer, Diedrick, Doneen, Etten, D. Holt, M. Holt, Pederson, Ristow, Simbeck 6 ABSENT: Boehm called ahead with excused absence 78 STAFF: Anfang, Brokke 9 1. INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT 10 FORParks Representatives in attendance, Janet Thul, Luella Zibell, Nancy Robbins and Marilyn Di 11 Martino presented the parks and recreation commission and staff a check for $50,000 to replace the 12 fountain in Lake Bennett, make improvements and upgrades to the interior of the Nature Center and 13 add/replace benches in Central Park. 14 15 FORParks has had a long standing relationship with Roseville Parks &Recreation. Friends of Roseville 16 Parks has been very successfi l raising money over the years resulting in substantial contributions to the 178 Roseville Parks system over the past 40 years. 19 2. APPROVAL OF MINUTES—JANUARY 3, 2012 MEETING 20 Minutes for the January 3, 2012 meeting were approved unanimously. 21 22 3. MASTER PLAN IMPLEMENTATION DISCUSSION—PARK& RECREATION RENEWAL 23 PROGRAM 24 Jason Etten briefed the Commission on the first two Renewal Program Community and Neighborhood 25 meetings. 26 • The January 25th included information sharing on the 2012 projects and an overview of projects 27 and timelines for the four-year Renewal Program. 28 • On February 8th the Lexington Park Neighborhood& Community meeting included sharing the 29 previously developed park master plan, updates on projects scheduled for 2012 and feedback 30 from the community on their ideas for Lexington Park. 31 32 Brokke discussed the Best Value Procurement Process and how it will be used by the Renewal Program. 33 Jeff Evenson and Brad Tullberg from the Parks and Recreation staff along with Kris Giga from Public 34 Works will be trained in the Best Value principles and processes by Arizona State University. Their 35 training will not only be put to use by the renewal program but will also be available for other city-wide 36 development projects. 37 38 Etten recognized the Council's unanimous support of the Best Value Process. Best Value application can 39 be applied to most everything we do. This is a broad, new way of thinking and working with huge 40 potential for the City of Roseville. 41 42 Brokke updated the Commission on the status of the Renewal Program fiunding. The appeal hearing took 43 place February 8. No decision was made. The courts have up to 90 days to make their decision. Staff and 44 volunteers are respectfi lly and cautiously moving forward. We will do as much as we can without 45 spending much money and working internally. 46 47 Dave Holt inquired into how the possible 90 day will affect fi ture bond fiunding. Lonnie did not have an 48 answer and would guess that nothing more would be done until there is a riling. 49 We are looking to leverage Renewal Program funds through grants— staff are working to submit an 50 application for Legacy funds for a Langton Lake shoreline and forest restoration and an application for a 51 Community Forestry grant to add to or replace public trees.
