<br />City Council Regnlar Meeting -11/14/05 <br />Minutes - Page 20 <br /> <br />choice, but in an effort to increase the pay equity for firefighters. <br /> <br />Councilmember Ihlan spoke in support of the Training Manager <br />position, but noted she would support the motion ifno consensus <br />was available for the position. <br />Roll Call <br />Ayes: Maschka; Schroeder; Kough; Ihlan and Klausing. <br />Nays: None. <br /> <br />11. <br /> <br />Consider Approving a Resolution Adopting a City Council <br />Policy for Out-of-State Travel by Councilmembers <br />City Manager Beets reviewed the State Legislature's requirement <br />for adoption of an out-of-state travel policy governing <br />councilmembers; the previously presented League of Minnesota <br />Cities (LMC) model and addition of City Council comments and <br />additional provisions from the October 10,2005 meeting. <br /> <br />Councilmember Schroeder opined that all Council comments had <br />not been included, specifically related to Item 10 and attendance <br />at National Boards or Associations. <br /> <br />Councilmember Maschka sought clarification related to meal <br />expense reimbursements included in the cost of registration. <br /> <br />Substantial discussion ensued related to language of Item 10 of <br />the policy. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a personal example of potential <br />impacts oflanguage in Item 10 related to trip reimbursements. <br /> <br />Maschka moved, Schroeder seconded, amended language to <br />Item 10 asfollows: <br />"The City shall not pay for out-of-state travel when <br />council members have announced their intention to resign, <br />not to seek reelection, or who have been defeated in an <br />election; [unless said council member is a member of a <br />national committee where their vresence is required at <br />that meeting!; h€r;;~T,'~r and, upon request, the City <br />Council may authorize out-of-state travel for newly- <br />elected officials who have not yet taken office in order to <br /> <br />Resolution 10351 <br />City Council Policy <br />for Out-of-State <br />Travel by <br />Councilmembers <br />
