City Manager Beets offered to perform another review of City Council minutes to verify those items voted on; and noted that, as an example, the Professional Services policy in the budget book, was not that submitted in the agenda packet, and language had apparently added following the meeting; similar to original language and future amendment to the Tax Increment Financing policy. 8. Discuss the 2006 City Budget and the BRA Levy Councilmember Ihlan expressed concern that the HRA Levy was not being taken into consideration in the levy increase proposals; thanked staff for providing the additional information she had requested; and encouraged the City Council to seriously consider reducing the HRA preliminary levy. Councilmember Ihlan further questioned the November 15, 2005 HRA Agenda discussion regarding hiring Ms. Cathy Bennett as an independent contractor, rather than as a City employee. Discussion included funding areas previously discussed for HRA administration; transfer of funds to HRA upon its inception and their assumption of City projects already in process; the HRA's budget, levy and expenditure of levy funds. Councilmember Ihlan expressed her concern as to the structure of the HRA and Council's lack of control. Further discussion included the status of the Executive Director; City Council and HRA authority and funding; Councilmember Maschka's involvement as the Council's liaison; and advantages for the City in having an independent contractor status for the Executive Director. There was no consensus for Councilmember Ihlan's proposal to reduce the HRA Tax Levy for 2006. 9. Adjourn The meeting was adjourned at 9:32 p.m. 2006 City Budget & BRA Levy Adjourn
