The establishment of a moratorium of <br />either nature would be a great hardship for the Mounds View Public <br />Schools since we have been working with the City Development staff for <br />over two years to bring forward proposals that would be of mutual <br />benefit to the school district and the City. We recently accepted <br />proposals from developers and are in the process of selection. We have <br />had a preliminary meeting with our neighbors and they are supportive of <br />the ideas we have advanced and are waiting for the next steps to occur. <br />The school district is counting on the development of the property as <br />part of its immediate capital plan. Such a moratorium would mean at <br />least a temporary halt to some anticipated expenditures of needed <br />equipment and books. We recognize the need for planning as you move <br />forward since Roseville is a wonderful location with many attractive <br />amenities but a full moratorium on housing and lor subdividing of <br />property would seem to discourage potential desirable development from <br />occurring. I would strongly encourage you to avoid a moratorium of this <br />type. You have a very conscientious development group in place as well <br />as strong ordinances that protect the City. In addition you have the <br />oversight ability to modify proposals that are not in the better <br />interests of the City. Thank you for taking the time to review this <br />view. Since I learned of the issue today I am expressing a personal <br />view and not the view of the school board or superintendent. <br /> <br />John M.
