<br />Coffee, 2465 Fairview Avenue based on the findings of Section 5 of the project report dated <br />September 26, 2006 and subject to the following conditions: <br /> <br />1. The applicant must submit of a revised site plan, grading and drainage plan pertaining to <br />the driveway and parking lot design. This improvement must be designed to meet the <br />requirements of the Rice Creek Watershed and/or the City of Roseville (via the City <br />Engineer). Submittal of a revised site, lighting, and landscape plan must include the three <br />curbed islands similar to the plan suggested by Staff; the design of parking, curbs and <br />islands in the new west and south parking lot; parking and building lighting meeting <br />Section 1010.12 of the City Code; additional plantings within the parking lot and along <br />the east, west and south property line, including trees consistent with the City's Street <br />Tree Master Plan. <br /> <br />2. All signage, including the menu board, for the project must comply with the requirements <br />of Section 1009 of the City Code, including the size and location of wall signs, <br />monument sign, and directional signs. <br /> <br />3. Bollards or islands must protect the queuing of vehicles and prevent the vehicles from <br />making u-turns into the property to the north. <br /> <br />4. Outdoor storage bins currently located on the west side of the building must be removed <br />from the site and trash containers must either be placed within the building or be screened <br />(four sides and roof) as required by City Code. <br /> <br />5. Access doorways must be designed that will not open directly into the path of the drive- <br />through. This can be done with a new striped walkway and protective bollards along the <br />building wall, west of the drive-through window. <br /> <br />6. Prior to a building permit being issued for the approved redevelopment of the site, the <br />applicant must post a landscape bond, letter of credit, or other security acceptable to the <br />City, in an amount equal to 150% of the cost of landscaping, trash enclosures, and site <br />paving and curbing installation. The specific amount of this security shall be determined <br />by the Community Development Director following completion of all site construction <br />plans. <br /> <br />7. Minor variations from the approved plans may be approved by the City's Development <br />Review Committee, under the direction of the Community Development Director; <br />however, any substantial departures from the approved plans will require an amendment <br />to the conditional use permit. <br /> <br />8. The CONDITIONAL USE PERMIT shall expire within six months after the approval <br />date (March 25,2006) unless that applicant has been granted a building permit. <br /> <br />2 <br />
