<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, Minnesota was duly held at the City Hall in said City on Monday, the 5th day of <br />December, 2005, at 6:00 p.m. <br /> <br />The following members were present: Kough, Mascl1ka, Ihlan, Schroeder and Klausing and the <br />following were absent: <br /> <br />Councilmember Maschka introduced and moved the adoption of the following resolution: <br /> <br />RESOLUTION NO. 10358 <br /> <br />RESOLUTION REQUESTING THAT THE <br />CAPITOL REGION WATERSHED DISTRICT <br />DELAY IMPLEMENTATION OF <br />THEIR NEW RULES AND ESTABLISH <br />A TECHNICAL ADVISORY COMMITTEE <br /> <br />WHEREAS, the Capitol Region Watershed District (hereinafter, the "CRWD") was established <br />on September 24, 1998. Approximately one-third of the geographic area ofthe City of Roseville <br />is within the CRWD. The CRWD also includes portions of the cities ofSt. Paul, Falcon Heights, <br />Lauderdale, and Maplewood; and <br /> <br />WHEREAS, the CRWD adopted a Watershed Management Plan on December 14, 2000. On <br />October 10, 2005, the City of Roseville was informed by the CRWD that it had completed a draft <br />of rules and technical standards that are intended to implement the goals and policies of the <br />CRWD's Watershed Management Plan and that the draft of these rules and standards was ready <br />for review within a 45-day time period that was set to end on November 29, 2005, at 4:30 p.m.; <br />and <br /> <br />WHEREAS, the draft rules and standards proposed by CRWD on October 10,2005, have been <br />reviewed by staff from the departments of Public Works and Community Development. Staff <br />reports that they have identified a number of questions about the potential for unintended <br />consequences to City operations at a variety oflevels if the draft rules and technical standards are <br />adopted as proposed by the CRWD. Staff is of the opinion that the draft rules and standards have <br />the potential to impact, among a number ofthings, neighborhood street improvement projects, <br />residential housing improvement plans, private development potential and maintenance and <br />improvements of park and recreation services.
