<br />City Council Regular Meeting - 11/28/05 <br />Miuutes - Page 26 <br /> <br />previous City Council discussion on whether to amend City Allowing More <br />Code, Chapter 302.13, specifically establishing requirements for than Ten Off-Sale <br />off-sale liquor licenses and the number of licenses that may be Licenses <br />issued. Mr. Miller advised that the City currently had nine <br />license holders; with the tenth and final license application <br />pending. <br /> <br />Mr. Miller reviewed current licensing requirements; current <br />licenses, including all 63 establishments that sell alcoholic <br />beverages; state statute and regulation; and potential interest <br />from additional and future applicants. <br /> <br />Mayor Klausing opened the Public Hearing at 9:15 p.m. <br /> <br />Steve Burwell, 2482 N Albert, owner of Fairview Wine & <br />Spirits, 2579 Fairview Avenue <br />Mr. Burwell, as a business owner, reviewed the history of his <br />business and purchase of such when the City decided to get out <br />of their three municipal liquor stores in 1983. Mr. Burwell <br />discussed the arbitrary determination for ten licenses and <br />provided his perspective of the Council's rationale at that time. <br /> <br />Mr. Burwell noted that he had made a commitment to his <br />landlord, bank, insurance company and suppliers - and his <br />personal guarantees - and had operated for over 20 years, as the <br />oldest license holder in Roseville. Mr. Burwell took issue with <br />the City considering additional licenses at this time; given the <br />amount of time (20 years) for the City to use its allotted ten <br />licenses. Mr. Burwell questioned whether this was to <br />accommodate a "big box" retailer proposed for the Twin Lakes <br />development; and where the need existed. Mr. Burwell noted <br />that the community was aging; currently had one license for each <br />3300 people in the community; and that the liquor industry was <br />different today than twenty years ago. <br /> <br />Mr. Burwell advised that he had made another commitment and <br />taken a risk to expand their store two years ago, based on the <br />City's ten licenses. Mr. Burwell opined that there was no <br />rationale in 1983 for the ten licenses, and there appeared to be no <br />rationale for tonight's decision.
