<br />City Council Regular Meeting -11128/05 <br />Minntes - Page 28 <br /> <br />previous Council of ten license holders; and provIsIons for <br />regulating health, safety and welfare. <br /> <br />Ms. Cross addressed the City's per capita ratio; the uniqueness of <br />non-regulated on-sale license holders; the limitations of a <br />business such as theirs due to state regulation; their substantial <br />overhead; supply purchasing; and operating margins. Ms. Cross <br />opined that the City of Roseville was saturated with off-sale <br />liquor licenses; and suggested that the city consider distance <br />factors between stores; look at socio-economic conditions of <br />businesses; state law regulations; and competition. <br /> <br />Mayor Klausing sought clarification from Mr. and Mrs. Cross <br />that their argument in opposition was primarily one of economic <br />health of existing businesses. <br /> <br />Ms. Cross confirmed Mayor Klausing's clarification; further <br />noting their business's meticulous operations in carding <br />customers; the need for the community to limit access to youth; <br />fee regulation; and compliance check diligence. Ms. Cross <br />opined that the Council would be better served to reduce the <br />number of licenses, through a moratorium, resulting in good <br />business practice for the City and its existing businesses. <br /> <br />Mr. Cross noted that surrounding communities also had an <br />impact on Roseville businesses and suggested that the City put <br />more distance in their regulations. Mr. Cross expressed his <br />frustration with further impacts on a profit margin already less <br />than 10%; and the City's apparent lack of concern for small <br />business owners. <br /> <br />Rod Ruda, 946 Lydia Drive <br />Mr. Ruda had several questions for the City Council: <br />1) If more than ten, how will the City decide on how many <br />(what criteria, the decision-making process for <br />determining the proper number? <br />2) If you had an unlimited number, would they be used for <br />grocery stores and wine sales, or for stand-alone hard <br />liquor stores? <br />3) If more applicants than licenses; what type of criteria and <br />process would be used to determine who got a license <br />
