As an owner of a side by side duplex in <br />Roseville, a current business owner in Roseville and former resident for <br />18 years I can understand why everyone would be concerned about <br />property upkeep and maintenance. <br /> <br />I take great pride in maintaining my property and repairing anything <br />that might require attention. My attitude stems from a business ethic <br />as well as keeping property values as high as possible. The new <br />proposal seems to have been brought about by the duplex or single <br />family rental home that apparently does not share this attitude, yet all <br />of the responsible owners will pay the price. <br /> <br />The problem I have with this proposal is to question why is it different <br />from the conditions of any normal single family owner occupied home. <br />If the property is not maintained there are procedures available to <br />inform the city and thus have the codes enforced. A neighbor can <br />easily find out who the property owner is and make a direct complaint <br />if they desire. This new system will merely add another layer of <br />bureaucratic control to an already overloaded public inspection <br />system. <br /> <br />I propose that the Council pass a resolution requiring all landlords to <br />provide a tenant with a packet that describes their rights and <br />procedures for taking any complaints to the proper City Officials. You <br />also could go so far as to require a one time inspection for any <br />property that is being converted to rental. This provides a base line for <br />any minimum standards that are required. <br /> <br />To further show my concern, I would volunteer my time to help draft a <br />proposal that I feel would more acceptable to all the owners of rental <br />property in the city. <br /> <br />Sincerely, <br /> <br />~ <br />
