Mr. Kysylyczyn discussed the goals
outlined on the post card mailing for the meeting versus his
perception of the amount of time allowed for residential
input. Mr. Kysylyczyn also noted the lack of audio on the
cable television video of the meeting; and hoped that future
meetings were more successful.

Mayor Klausing asked staff to investigate the technical
problems in recording the meeting for future reference.

E. John Goedeke, 2674 Virginia Avenue
Mr. Goedeke also spoke in support of an environmental
COn1illlSSlOn.

Mr. Goedeke stated that, as Chair of the Suburban Kiwanis
Golden K Club, his purpose in public comment tonight was
to invite the public to an upcoming Suburban Kiwanis
Golden K meeting at which the Mayors of the Cities of
Arden Hills, New Brighton, Roseville and Shoreview
would be speaking, followed by a time of questions from
those in attendance and directed at the respective mayors.

Mr. Goedeke also invited City Manager Beets to attend the
meeting.

F. Bruce Kennedy, 1416 Skillman
Mr. Kennedy spoke regarding the Special Election
scheduled for Tuesday, April 20, 2004. Mr. Kennedy then
initiated discussion regarding an alleged ethical complaint
against Councilmember Schroeder, seeking how to proceed
now that the Ethics Commission was no longer in
operation.

Councilmember Schroeder called for a Point of Order and
was recognized by the Chair. Councilmember Schroeder
requested that any complaint or accusation directed at him
should be made in writing, rather than his being subjected
to verbal abuse in a public meeting.

Mayor Klausing sought to clarify Mr. Kennedy's specific
request as it related to process.
