City Council Study Session - 04/19/04
Minutes - Page 5

Council discussion and consensus, any rules of procedure .
be addressed after the Special Municipal election.

John Kysylyczyn, 3083 N Victoria Street
At the request of Councilmember Schroeder, Mr.
Kysylyczyn addressed public comment related to the
duplicative nature of the former Ethics Commission and
Council rationale for its dissolution. Mr. Kysylyczyn
further reviewed his interpretation of the three entities that
handle complaints: the City Attorney's office; the City
Prosecutor's office; and the County Attorney's office,
depending on the nature of the complaint and the alleged
violator.

Councilmember Schroeder further referenced an Editorial
from the St. Paul Pioneer Press dated Sunday, April 18,
2004 in which the editor implied that Councilmember Ihlan
had been appointed by the City Council to fill the vacant
Council seat. Councilmember Schroeder noted that this
was not correct, and that Mayor Klausing had appointed
Councilmember Ihlan to the vacancy, not the City Council.
Councilmember Schroeder took issue with the implication
and expressed his frustration concerning the editorial that
he opined was misleading to the public.

3.
