<br />Community Town Hall Meeting - 04/26/04 <br />Page 8 <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder and Klausing <br />Nays: None <br /> <br />6. <br /> <br />Accept Ramsey County Turnback of Roselawn Avenue from <br />Fairview to Fulham <br />Public Works Director Duane Schwartz reviewed the overall <br />roadway functional consolidation plan initiated in 1991. Mr. <br />Schwartz noted that the purpose of the plan was to place <br />roadways under the jurisdiction that was best able to manage and <br />maintain them. <br /> <br />Resolution 10217 <br />Accept Ramsey <br />County Turnback <br />of Roselawn <br />Avenue from <br />Cleveland to <br />Hamline <br /> <br />Mr. Schwartz noted that the latest tumback from Ramsey County Resolution 10218 <br />to the City of Roseville affected a segment of Roselawn Avenue Accept Ramsey <br />from Hamline Avenue to Fulham Street, with a shared border County Turnback <br />with the City of Falcon Heights, noting Falcon Heights would be of Roselawn from <br />considering similar action at their meeting later this week, after Fulham to <br />which Ramsey County would be taking action related to the Cleveland <br />tumback, with all actions needing submission to the State of <br />Minnesota for appropriation of Municipal State Aid (MSA) <br />fundings by May 1, 2004. <br /> <br />Mr. Schwartz reviewed the proposed improvements negotiated <br />by the City with Ramsey County related to maintenance of <br />various portions of the roadway; with those improvements <br />consisting of cash contributions toward reconstruction, crack <br />sealing of portions, mill and overlay of portions, and drainage <br />improvements, all in accordance with the City's pavement rating <br />surveys <br /> <br />Councilmember Schroeder sought clarification from Mr. <br />Schwartz on Ramsey County's intent related to improvements <br />and their completion of the work or hiring of a contractor to <br />perform the work. <br /> <br />Councilmember Kough sought clarification from Mr. Schwartz <br />related to future City maintenance, with Mr. Schwartz reviewing <br />the City's allocation of a portion of MSA funds for future <br />maintenance and construction; and the life expectancy <br />anticipated on the roads with the improvements outlined and <br />negotiated between Ramsey County and the City. <br />
