<br />City Council Study Session - 05/17/04 <br />Minutes - Page 14 <br /> <br />special legislative seSSIOn and anticipated expiration of levy <br />limits for 2005; <br /> <br />Councilmember Maschka expressed his interest in seeing staff s <br />preparation and taxpayer impacts of a 2005 budget projecting an <br />increased levy of $700,000 to recover past adjustments to <br />facilitate the state aid funding reductions. <br /> <br />Mr. Miller provided a bench handout showing projections and <br />impacts of various levy increase scenarios. Mr. Miller and City <br />Manager Beets reviewed staff s proposed budget time line, <br />ensuring that all statutory and legal deadlines and requirements <br />were met, and yet to allow sufficient preparation and discussion <br />time; and sought City Council comment and direction. <br /> <br />Discussion included ranking order of specific department <br />discussions with Mr. Beets providing his rationale for the <br />ranking order as it related to ease of and momentum for further <br />discussion. Mr. Beets revised one of the proposed worksessions, <br />recommending that the proposed August 2 date be eliminated, <br />and one worksession be allotted for Public Safety departments; <br />and the Public Works and Parks & Recreation discussions be <br />combined into one worksession due to the shared functions of <br />their construction and maintenance aspects. Mr. Beets further <br />recommended that the Housing and Redevelopment Authority <br />(HRA) and Community Development department budgets be <br />considered at one meeting; with specific direction given staff <br />related to their preferred HRA levy amount. Mr. Beets noted <br />that several additional weeks between August 23 and September <br />13, as outlined in the proposed staff budget timeline, would <br />remain available to facilitate additional discussion if warranted. <br /> <br />Further discussion ensued related to how materials would be <br />presented to the City Council (i.e., three-year history, line items, <br />appendices) and Council preferences, individually and as a <br />whole. <br /> <br />City Manager Beets identified direction staff was seeking <br />tonight: <br />Procedure: <br />1) Timeline; and <br />
