<br />City Council Study Session - 05/17/04 <br />Minutes - Page 2 <br /> <br />Ms. Obeda also noted that at several past City Council <br />meetings, reference had been made by Councilmembers <br />that the community was saturated with senior citizens in <br />single- family homes, and the City Council's desire to <br />encourage more home ownership by younger families. Ms. <br />Obeda noted that specifically in her neighborhood, three <br />homes recently sold were being used as rentals for college <br />students. Ms. Obeda opined that this was not achieving the <br />City Council's goals, nor improving neighborhoods, noting <br />noise, traffic, speed and party issues. <br /> <br />Mayor Klausing recognized Ms. Obeda's concerns, noting <br />that the City Council was limited in their enforcement of <br />rental housing. Mayor Klausing recommended that staff <br />provide agenda time at a future Study Session to discuss <br />housing issues (i.e., registration and maintenance of <br />housing units). <br /> <br />Councilmember Kough, noting his residence in that <br />neighborhood, concurred with Ms. Obeda's comments, <br />noting that the rental units were not paying commercial tax <br />rates that could help to facilitate additional public safety <br />service levels required. <br /> <br />Councilmember Maschka concurred that a problem existed, <br />and recommended that staff initiate contact with <br />Northwestern College management as soon as possible as <br />an immediate recourse while the remaining items are being <br />considered. <br /> <br />Mayor Klausing thanked Ms. Obeda for her comments. <br /> <br />City Manager Beets noted that an adjustment had been <br />made at that specific intersection last fall in response to a <br />property owner on the southwest comer of Lydia and <br />Asbury and that new "No Parking" signs had been installed <br />on the south side of Lydia. Mr. Beets further noted that the <br />City's Parking Committee, consisting of the Police Chief, <br />Public Works Director and himself, would review the <br />situation to determine if there were enforcement issues or <br />
