<br />City Council Regular Meeting - 12/05/05 <br />Minutes - Page 14 <br /> <br />request for approval of Preliminary Plat to redevelop 952, 960 <br />and 978 Parker Avenue into a ten lot single-family residential <br />development, including construction of a public cul-de-sac street <br />and sanitary sewer and water utilities. <br /> <br />Mr. Paschke reviewed the City Council's previous action at their <br />October 24, 2005 meeting continuing action on this item <br />indefinitely and directing staff and the City Attomey to prepare <br />an ordinance pertaining to the enactment of an Interim Ordinance <br />(moratorium); and subsequent City Council action at their <br />November 21, 2005 meeting, where the majority concluded that <br />there was not sufficient support for an Interim Ordinance; thus <br />the retum by staff and the applicant for formal action on the <br />request. <br /> <br />Mr. Paschke noted that, at the Planning Commission's meeting <br />of October 5, 2005, they had recommended (6-0) approval of the <br />preliminary plat as presented, subject to two conditions. Mr. <br />Paschke noted that he Conmmnity Development Department <br />concurred with the recommendation and conditions. <br /> <br />Councilmember Ihlan noted, in Section 4.6 of the staff report, <br />that the current storm water management plan didn't meet the <br />requirements set forth in the Roseville City Code, which plan <br />must be reviewed to meet those requirements; and questioned <br />how the City Council could be asked to approve a preliminary <br />plat prior to the Watershed District's approval and the proposed <br />development meeting City Code requirements. <br /> <br />Mr. Paschke noted, as addressed in the same section of the staff <br />report, that it was not uncommon in a preliminary plat design for <br />ongoing refinement of portions of the plan, and ongoing <br />completion of specifications; but was part of the two-step <br />process for development and final approval by the City Council. <br /> <br />Councilmember Ihlan opined that the request was premature <br />under current City Code; and reiterated her disappointment in the <br />Council majority's decision not to consider a moratorium on this <br />type of subdivision development. <br /> <br />Mayor Klausing questioned if Councilmember Ihlan had <br />
