City Council Regular Meeting -12/05/05 Minutes - Page 24 Maschka moved, Schroeder seconded, adoption of Resolution No. l0358 entitled, "Resolution Requesting that the Capitol Region Watershed District Delay Implementation of Their New Rules and Establish a Technical Advisory Committee." Discussion included other jurisdictions and their support of similar resolutions; potential impacts for timing of construction projects for approval processes; and plan review considerations. Roll Call Ayes: Kough; Maschka; Ihlan; Schroeder and Klausing. Nays: None. 8. Consider the 2006 Budget Mayor Klausing continued previous meeting discussions, and again sought consensus for a proposed final levy amount; and sought support for the City Manager's "Option D" as previously presented for a 5% levy increase for 2006. Mayor Klausing reiterated his concerns with this level of an increase and the pattern and practice of using and further reducing reserves. Councilmember Maschka concurred with Mayor Klausing's comments; and opined his support of a 5% levy increase for 2006. Councilmember Schroeder had provided Councilmembers with another proposal for line item reductions for Council consideration. Councilmember Schroeder reviewed his proposal and expressed concern with delaying equipment purchases or replacements, based on proven overhead costs and maintenance records used to offset additional maintenance. Councilmember Schroeder was unable to offer an opinion related to dipping into reserves without expert opinion on the matter; and was not supportive of the City Manager's Option D as presented, without further reV1SJOn. Schroeder moved to have the City Council hire an outside consultant knowledgeable to review the City's reserve amounts and suggested minimum levels to retain, similar to that recently Consider the 2006 Budget
