<br />City Council Regular Meeting - 12/05/05 <br />Minutes - Page 27 <br /> <br />Councilmember Ihlan reiterated her support of Option D as <br />presented; expressing interest in reviewing Councilmember <br />Schroeder's proposals in greater detail. However, <br />Councilmember Ihlan opined her preference for revising the <br />City's approach to the budget process by providing staff with a <br />not-to-exceed level as providing a good, balanced option. <br /> <br />Councilmember Kough expressed support for the 5% levy <br />increase; thanked City Manager Beets and staff for presenting <br />the Option D; concurred with Councilmember Schroeder's <br />observations regarding the need for Council review of line item <br />proposals; and again expressed his lack of support for a <br />community-wide survey in 2006. <br /> <br />Councilmember Schroeder opined that the 5% levy increase was <br />a good step in the right direction; but encouraged the City <br />Council to look at future budgeting processes with a percentage <br />stated upfront in the process for several years to allow staff and <br />the public to determine the Council's direction and priorities. <br /> <br />Roll Call (Original Motion) <br />Ayes: Kough; Maschka; Ihlan and Klausing. <br />Nays: Schroeder. <br /> <br />Discussion included whether to put elimination of the <br />community survey on a future Council agenda; with <br />Councilmembers Ihlan and Kough supportive of doing so. <br />Mayor Klausing suggested that the new Council make a <br />detennination for a survey. <br /> <br />Councilmember Ihlan advised of her intent to pursue, on a future <br />Council agenda, discussion of the Economic Development <br />position; possible restructuring; other resources; and future <br />needs. <br /> <br />9. <br /> <br />Consider Approving Contracts with the City Attorney, City <br />Prosecutor and Eureka Recycling <br />City Manager Beets reviewed the Request for Proposals (RFP) <br />process and results of recent negotiations as authorized by the <br />City Council at their October 24, 2005 meeting. <br /> <br />City Attorney <br />City Prosecutor <br />Eureka Recycling <br />Contracts <br />
