<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br />County of Ramsey, Minnesota was duly held on the 19th day of December, 2005, at 6:00 p.m. <br /> <br />The following members were present: Kough, Maschka, Ihlan and Klausing <br /> <br />and the following were absent: Schroeder. <br /> <br />Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO: 10360 <br />RESOLUTION TO PARTICIPATE IN THE COUNTYWIDE ALL-HAZARD MITIGATION PLAN <br /> <br />WHEREAS, the County of Ramsey Division of Emergency Management and Homeland Security has <br />participated in the all-hazard mitigation planning process as established under the Disaster Mitigation Act <br />of 2000, Pub. L. NO.1 06-390; and <br /> <br />WHEREAS, the Act requires all counties and municipalities to develop, adopt and maintain all-hazard <br />mitigation plans either independently or on a countywide, multi-jurisdictional basis; and <br /> <br />WHEREAS, such plans must be well integrated and coordinated to account for the fact that hazards in <br />one jurisdiction impact other nearby jurisdictions; and <br /> <br />WHEREAS, the Act establishes a framework for the development of an all-hazard mitigation plan; and <br /> <br />WHEREAS, the Act as part of the planning process requires public involvement and local coordination <br />among neighboring local units of govemment and businesses; and <br /> <br />WHEREAS, the plan must include an implementation and maintenance process including plan updates, <br />integration of the plan into other planning documents and how the County will maintain public <br />participation and coordination; and <br /> <br />WHEREAS, Ramsey County Division of Emergency Management and Homeland Security has indicated <br />its willingness to coordinate these efforts should the municipality so desire; and <br /> <br />WHEREAS, the plan will be shared with all municipalities, the County Board of Commissioners and the <br />State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency <br />management for coordination; and <br /> <br />WHEREAS, adoption of the all-hazard mitigation plan will make the municipalities and the County eligible <br />to receive Hazard Mitigation Grant Program (HMGP) project grants and Pre-Disaster Mitigation (PDM) <br />Grant Program grants; and <br /> <br />WHEREAS, this Countywide All-Hazard Mitigation Plan has been approved by the Federal Emergency <br />Management Agency (FEMA) and by the State of Minnesota Department of Public Safety, Division of <br />Homeland Security and Emergency Management for Ramsey County and for any jurisdiction with <br />Ramsey County that chooses to adopt this plan as their municipal All-Hazard Mitigation Plan; and <br />
