<br />REASONS <br />5. Staff recommends these changes for two reasons. <br />a. We recommend changing the amount of the escrow deposit from 75% to 100% <br />because the developer would have to pay 100% of a consultant's cost itself if the devel- <br />oper were to retain a private consultant itself. The developer should not receive a dis- <br />count because the City has decided to retain a consultant to evaluate the developer's <br />proposal or project. <br />b. We recommend expanding the types of development and redevelopment <br />situations that are covered by the escrow provisions of the fee Resolution because, as a <br />general rule, the City should not pay for consultant expenses necessitated by a devel- <br />oper's proposal. The developer should pay for the cost of that consultant work. <br /> <br />REQUEST <br />Staff recommends the Council adopt the attached Resolution. <br /> <br />2 <br />
