<br />City Council Regular Meeting - 01/09/06 <br />Minutes - Page 2 <br /> <br />Mayor Klausing thanked Councilmember Kough for <br />coordinating the reception for returning National Guard members <br />from the 434th Chemical Company. <br /> <br />Approve Agenda Approve Agenda <br />Mayor Klausing called for any comments or discussion on <br />tonight's Agenda. <br /> <br />Councilmember Kough requested removal of Consent Item 3.a <br />entitled, "Approve Check Register," for discussion purposes. <br />There were no other amendments to tonight's agenda. <br /> <br />1. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn referenced a bench handout regarding <br />several Roseville licensed businesses (three) that had <br />recently failed an alcohol compliance check due to serving <br />alcohol to a minor. Mr. Kysylyczyn took issue with the <br />City Manager's right to waive or suspend fee prescribed in <br />City Code, Chapter 302, Liquor Control. Mr. Kysylyczyn <br />opined that was a determination to be made only on a City <br />Council level; and the City Manager's actions undermined <br />the enforceability of the suspension clause of the City <br />Code. Mr. Kysylyczyn asked what message was being sent <br />to the community and future violators. <br /> <br />Mayor Klausing determined that, as this concern had just <br />been brought to the Council and staff s attention tonight via <br />a bench handout, fairness demanded that staff be provided <br />time to adequately respond. <br /> <br />City Manager Beets advised Mayor Klausing and <br />Councilmembers that he would include the issue as an <br />agenda item at the City Council's upcoming Study Session <br />on January 23, 2006 for review and discussion. <br /> <br />2. <br /> <br />Approve Minutes <br /> <br />Approve Minutes <br />
