January 5, 2006

Ms. Debra Bloom
City Engineer
City of Roseville
2660 Civic Center Drive
Roseville, MN 55113

Dear Ms. Bloom:

Please share this letter with the Roseville City Council at the upcoming hearing on Monday, January 9th.
Unfortunately I will be traveling on business, so I can't share my thoughts in person.

I would like to express my enthusiastic support for the plan you are proposing for replacing the road and
installing curb and gutter and sidewalk along Roselawn Avenue between Snelling and Hamline. We all
know the road is in terrible shape. I think everyone is in agreelnent that the road needs to be redone and
to do it properly curb and gutter is a necessary part of the project. I guess the only somewhat
controversial part of the plan is the sidewalk. I believe the sidewalk is also necessary. I have lived on the
street for fifteen years and I would have liked to seen a sidewalk fifteen years ago. It is very dangerous
walking along Roselawn and many of the vehicles ignore the speed limit. I have two children that walk
about a half a block along Roselawn every day to catch the bus to go to school and I worry every day that
they may be hit by a car. We also walk our dog everyday and exit off of Roselawn as quickly as we can
onto the side streets into Falcon Heights. I also run along Roselawn to connect to the path on the other
side of Snelling and have to be very careful of cars and make sure I run during daylight hours. These
problems are even worse in the wintertime when there is no shoulder to walk on due to snow and the
daylight hours are shorter. Frankly, I'm surprised we haven't had people hit by cars along Roselawn.

I would also like to express my thanks to the you and the rest of the crew at Roseville and Falcon Heights
for very carefully devising this plan and taking extra measures to listen to the people that live on the road
and try to take into consideration their thoughts and desires. I have been very impressed with the process.

I'm looking forward to seeing the crews break ground next Spring. I hope the City Council understands
the necessity of implementing your plan.

sillcJely,

Vi~ lr-~

Randy L.
