Regular City Council Meeting <br /> Monday, February 27, 2012 <br /> Page 14 <br /> At the request of Councilmember Johnson, Mr. Brokke noted that the research <br /> was included in the Master Plan goals and policies. <br /> Mayor Roe noted the need to retain this as a discussion in the short-term with <br /> a report to the City Council with City Attorney comment; followed by a <br /> broader discussion as a medium-term goal on existing advisory commissions, <br /> their roles, whether additional groups were indicated or any needing to be <br /> eliminated. Consensus was that this was a work plan item for the park con- <br /> cept for short- term and long-term goals; as well as included in the item to ex- <br /> plore new commissions. <br /> Physically and Mentally Active and Healthy(Page 13) <br /> • Line 316—Re-evaluate the Parks Improvement Program (PIP) <br /> Councilmember Willmus noted that he was unsure if the existing PIP program <br /> was intended for improvements or maintenance; and opined that it needed fur- <br /> ther definition, since he was of the opinion that there was a distinct difference. <br /> Mr. Brokke concurred, noting that the current Parks Renewal Program (PRP) <br /> items made it timely to re-evaluate the PIP. <br /> Mayor Roe noted that it also related to the overall CIP items. <br /> Councilmember Johnson noted that the CIP Task Force had earmarked the <br /> PIP for further review yet this year. <br /> Mayor Roe suggested that this item remain short-term for further definition, <br /> how it related to the CIP, followed by a task force recommendation to the City <br /> Council in the near future. <br /> Councilmember Johnson noted the need to consider all CIP items. <br /> Mayor Roe suggested that the PIP be reviewed at the Park and Recreation <br /> Commission and staff level as well, and returned to the City Council with <br /> their recommendation as well. <br /> For the record, Councilmember Pust noted several items on the existing work plan (page 11) that <br /> had already been discussed; and requiring further refinement by the group. By consensus, Mayor <br /> Roe advised that those discussions would occur once the current line items for this category were <br /> finalized to avoid further confusion. <br /> • Line 324—Refine the Park Renewal Program (PRP) Process <br /> Councilmember McGehee opined that the PRP had yet to conform to survey <br /> respondents and their preferences (61%) for pathways and a community center <br /> versus those items identified for initial bond financing priority.
