<br />City Council Regular Meeting - OS/24/04 <br />Minutes - Page 23 <br /> <br />Maschka moved, Kough seconded, approval of the Preliminary <br />Plat: one Senior Cooperative Lot; seven townhome lots; and a <br />common lot; with new utility easements and perpetual joint <br />access and cross parking easements. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br /> <br />(Staff Report 9.3) <br />Maschka moved, Kough seconded, holding of first reading of an <br />ordinance entitled, "Rezoning the property from B-2 Retail <br />Business District to Planned Unit Development with an <br />underlying zoning of R-3, General Residence District for Lot 1, <br />Greenhouse Village (cooperative) and from B-2, Retail Business <br />District and R-l, Single Family Residence District to R-6, <br />Townhouse District for Lot 2, Greenhouse Village (town <br />homes)." <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br /> <br />(Staff Report 9.4) <br />Maschka moved, Kough seconded approval of the General <br />Concept Development for a Planned Unit Development (PUD) <br />Plan, subject to the conditions stipulated in Section 8 as amended <br />by the Planning Commission on May 5, 2004 (8.7 - 8.16) of the <br />Greenhouse Village project report dated May 10, 2004. <br /> <br />Amendment <br />Ihlan moved, Klausing seconded, amendment to the motion to <br />direct staff to work with the Minnesota Pollution Control Agency <br />(MPCA) and developer to identify possible contaminants from <br />previous uses on the property; with those applicable tests to be <br />completed prior to approval of the project. <br /> <br />Councilmember Schroeder left the meeting at approximately <br />10:15 p.m. <br /> <br />Roll Call (Amendment) <br />Ayes: Maschka, Ihlan and Klausing. <br />Nays: Kough. <br />
