<br />City Council Study Session - 06/21/04 <br />Minutes - Page 15 <br /> <br />Schroeder moved, Maschka seconded, directing staff and <br />the City Attorney to draft a moratorium ordinance for <br />Council consideration at the regularly scheduled July 12, <br />2004 City Council meeting. <br /> <br />Further discussion ensued regarding the Council's <br />preference to waive the first reading of the ordinance. <br /> <br />City Attorney Hedtke advised that it was customary to <br />waive the first reading, and immediately proceed to the <br />Second Reading, at the City Council's discretion, to <br />prevent a "rush" of developers to insinuate incompatible <br />uses within the area before completion of the moratorium <br />implementation process. <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br /> <br />Al Sands, in the audience, attempted to provide public <br />comment at this time, in opposition to any moratorium <br />beyond the 70 acres. <br /> <br />Mayor Klausing requested that Mr. Sands hold his <br />comments until the July 12, 2004 meeting for Council <br />consideration. <br /> <br />Mr. Sands provided his comments in writing as a bench <br />handout. <br /> <br />Tim Kotecki, a member of the Twin Lakes Stakeholder's <br />Panel, requested time to comment on several of Mr. <br />Shardlow's comments made earlier tonight. <br /> <br />Mayor Klausing reiterated his request that public comment <br />be held until the July 12, 2004 regular meeting. Mayor <br />Klausing directed staff to include Mr. Sands and Mr. <br />Kotecki on the list of those wishing to make public <br />comment related to the Twin Lakes Development at that <br />meeting. <br />
