City Council Regular Meeting - 07/12/04
Minutes - Page 22

Ms. Bujold clarified that availability of retail would be an
amenity to people who would purchase the housing units, but
that that level of retail needed to draw from more than just a 1/2
mile radius, and that just those neighborhood housing units
could not support that level of retail.

Councilmember Ihlan noted that this would significantly draw
additional traffic into a residential neighborhood.

Councilmember Maschka questioned Ms. Bujold, given the
volatility of retail, how the developer and City Council know if
they had chosen the best retail engine so it didn't become a
drain on the redevelopment project.

Ms. Bujold opined that, because retail does change, retail
dynamics changes (i.e., Target/Marshall Fields); new retail
formats are constantly occurring and overtaking previous
formats; and retailers understand their market and potential.

Councilmember Maschka further questioned how it was
determined if a saturation point or synergy was achieved in
retail.

Ms. Bujold noted that retailers clustered together fed on itself
when the mix was right, and rather than creating a saturation,
achieved a dynamic level in the market from which it drew.

Councilmember Maschka asked for further comment from
consultants regarding possible competition and impacts to the
Rosedale Shopping Center.

Ms. Bujold deferred to Mr. McCombs.

Consultant Jim McCombs of McCombs Group
Jim McCombs of the McCombs Group, whose past 30 years of
experience in retailing nationwide and in Canada, included his
participation in the team with the Dayton Hudson Corporation
who initially developed the Rosedale Center.
