City Council Regular Meeting 07/12/04
Minutes - Page 32

new understanding of urban planning. Ms. McKenzie opined
that the City could do this, and they could do it well;
recognizing the need for the retail engine, and changing the
parkway so it didn't go through the residential area. Ms.
McKenzie encouraged community consensus to make this
project a good one for the community.

Tam McGehee, At-large panel member
Ms. McGehee encouraged Councilmembers to fully consider
the financial differences between housing and retail; and to
review the retail bearing on traffic.

Mayor Klausing again thanked the panel participants; and noted
that the next will be the financial aspects of the proposed
project. Mayor Klausing concurred with comments that the
City needed to take advantage of the expertise provided to panel
members through this process for other city issues and
concerns.

~.

Twin Lakes Redevelopment Project: Comments from the
Development Team

Michael Noonan, Rottlund Homes
Mr. Noonan advised Councilmembers and the community that,
as part of the development team, his firm recognized their
responsibility in bringing forth meaningful change in this
gateway of the City, and took seriously the panel's comments,
while remaining true to the market and their personal financial
risk. Mr. Noonan noted that the next part of the process: the
complex and challenging, but hopefully fruitful financial
strategies, would be complex and challenging, yet hopefully
fruitful. Mr. Noonan opined that the developer and the City
needed to concentrate on what could be done, noting that
success breeds success in a development and/or redevelopment
project, making the initial phase so pertinent.

Mr. Noonan noted that by being respectful of the market, and
recognizing the patience of the land owners, there were
concerns and considerations by the developers of prolonging
certain phases of the development. Mr. Noonan reviewed the

Twin Lakes
Redevelopment
Project:
Comments from
the
Development
Team
