City Council Regular Meeting - 07/12/04
Minutes - Page 9

Saturday, July 9 and 10, 2004, she had planned a garage sale,
and prepared to post signs the preceding Thursday, July 8,
advertising the sale at various locations, as had been an
annual custom for several years. Ms. Lauer had been
informed by personnel of the Roseville Police Department
that state statute prohibited the placement of such signs,
placement of further signage was prevented, and those
already placed were allegedly removed by the officers.
Upon contacting the Police Department, Ms. Lauer
apparently had that information confirmed regarding garage
sale sign placement. Ms. Lauer questioned why this had not
been an issue in the past, if the ordinance had existed
previously; and also questioned why the ordinance was not
uniformly enforced (i.e., political signs and/or garage sale
signs). Ms. Lauer opined that she was not supportive of such
an invasive ordinance, and recommended that if one existed,
it appeared petty, and requested that it be changed to allow
rummage sale signs.

2) Ms. Lauer's second complaint was regarding her neighbor's
property at 2424 Dale Street and consistent code
enforcement issues that continued at the property (i.e., no
garbage collection; long grass; exterior of home needs
repair). Ms. Lauer noted that she had been in touch with the
City's code enforcement representative, Mr. Rick Talbot,
who had apparently concurred that the property had been
problematic over at least the last seven years. Ms. Lauer
recognized that Mr. Talbot was forthright in his follow up
with Ms. Lauer, but there appeared to be an issue with the
neighbor complying with code enforcement issues. Ms.
Lauer advised that other neighbors were in agreement with
her concerns, but that her property, since it adjoined 2424
Dale Street, was the most impacted. Ms. Lauer requested
that the City pursue more adamantly a solution to this
recurring problem.

Mayor Klausing requested comment from City Manager Beets.

City Manager Beets responded that he would need to investigate
the City's ordinance related to the garage sale sign issue to
