REQUEST FOR COUNCIL ACTION <br />Date: March 19, 2012 <br /> Item No.: 13.a <br />Department Approval City Manager Approval <br />Item Description: Review Proposed Precinct Lines <br />B <br />ACKGROUND <br />1 <br />2 <br />The newly drawn legislative and congressional districts were released on February 21. Under the <br />3 <br />new plan Roseville remains entirely in the 4th Congressional District, but there were several <br />4 <br />changes in the Senate and House legislative districts. Portions of Roseville are now in District <br />5 <br />66A and 42B. Previously Roseville was in District 54A and 54B. Under the new plan, Roseville <br />6 <br />will have two representative and two senators. <br />7 <br />Ramsey County used the following criteria to draw the new lines: <br />8 <br />Closely adhered to existing precinct lines, where possible <br />9 <br />Followed mandated divisions (census block, along recognizable physical features, <br />10 <br />highways, rivers, railroads) <br />11 <br />Lines correspond with school district, legislative and congressional districts <br />12 <br />Ten precincts <br />13 <br />Precincts 5, 6, 7, 8, 9, 10 remain the same. <br />14 <br />15 <br />The new precincts 1 and 2 are within the Mounds View School District. The old Precinct 1 is <br />16 <br />divided into two precincts because Snelling Ave is a legislative boundary on the west, and the <br />17 <br />Mounds View School District line on the east. <br />18 <br />19 <br />The remaining part of the old Precinct 2, along with the old Precinct 3 and Precinct 4, have been <br />20 <br />split into two precincts. <br />21 <br />PO <br />OLICYBJECTIVE <br />22 <br />Create precincts that meet the criteria explained above. <br />23 <br />FI <br />INANCIALMPACTS <br />24 <br />None <br />25 <br />SR <br />TAFF ECOMMENDATION <br />26 <br />Review proposed precinct lines.
